The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) is a
federal statute codified at 20 U.S.C. § 1092(f), with implementing regulations in the U.S. Code of Federal
Regulations at 34 C.F.R. 668.46. The Clery Act requires colleges and universities participating in federal
financial aid programs to comply with various requirements related to safety on campus. Northwest
Louisiana Technical Community College (NLTCC) is committed to providing a safe and secure learning
and working environment, consistent with its obligations under the Clery Act.
This policy applies to all NLTCC locations and Clery Geography.
DEFINITIONS
Annual Safety and Security Report
A report containing statistics of Clery Crimes for the three most recent calendar years as well as college
policy statements and procedures addressing campus security on NLTCC’s Clery Geography.
Clery Act Compliance Policy Campus Security Authority (CSA)
An individual who meets one of the following definitions: a) a campus police or security department; b)
any individual who has responsibility for campus security; c) any individual or organization specified by
policy as an individual or organization to which students and employees should report criminal offenses;
or d) an official of an institution who has significant responsibility for student and campus activities.
An “official” is defined as any person who has the authority and duty to take action or respond to a particular issue on behalf of the institution.
NLTCC’s CSA is the Director of Facilities and Safety.
Clery Crimes
Crimes designated as reportable under the Clery Act, which include:
Criminal Offenses – murder and non-negligent manslaughter, manslaughter by negligence, sexual assault (rape, fondling, incest, and statutory rape), robbery, aggravated assault, burglary, motor vehicle theft, and arson.
Hate Crimes – any of the above-mentioned Criminal Offenses and any incidents of larceny-theft, simple assault, intimidation, or destruction/damage/vandalism to property that were motivated by bias.
Violence Against Women Act (VAWA) Offenses – domestic violence, dating violence, and stalking.
Weapons, Drug, and Liquor Law Violations – arrests and referrals for disciplinary action.
Clery Geography
Buildings and properties on each separate campus considered to be:
“On campus” – buildings or property owned or controlled by NLTCC within the same reasonably contiguous geographic area; or buildings or property within the same reasonably contiguous areas, owned by the institution but controlled by another person, frequently used by students, and supporting educational purposes.
"Noncampus building or property” – building or property owned or controlled by the college that is used in direct support of, or in relation to, the college’s educational purposes, is frequently used by students, and is not within the reasonably contiguous geographic area of the University; or building or property owned or controlled by a registered student organization.
“Public property” - thoroughfares, streets, sidewalks, and parking facilities that are within the campus or immediately adjacent to and accessible from the campus
Emergency Notification
Notification to the campus community upon confirmation of a significant emergency or dangerous
situation involving an immediate threat to the health or safety of students or employees occurring on
campus.
Timely Warning
Notification to the campus community of Clery Crimes that occur on NLTCC’s Clery Geography and
represent a serious or continuing threat to the safety of students or employees.
POLICY
It is the policy of NLTCC to comply with the Clery Act and its implementing regulations for each separate
campus.
POLICY PROCEDURES
A. On an annual basis, NLTCC will
a. Identify and provide mandatory training to the CSA concerning crime reporting
obligations.
b. Request and collect reports of Clery Crimes made on campus and to law enforcement
agencies no later than July 1 annually. The request should be for the previous three
calendar years.
i. Minden Campus – Minden Police Department
ii. Shreveport Campus – Shreveport Police Department
iii. Mansfield Campus – Mansfield Police Department
c. Compile the college’s Annual Campus Safety and Security Report inclusive of statistics of
reported Clery Crimes reported that were alleged to have occurred on NLTCC’s Clery
Geography.
d. Submit Clery Crime statistics to the U.S. Department of Education no later than
September 30 annually. (https://surveys.ope.ed.gov/campussafety/#/)
e. By the publication deadline established by the U.S. Department of Education (annually
by October 1st), publish on the college’s website the college’s Annual Safety and Security that covers each of NLTCC’s separate campuses.
The report will contain safety and security-related policy statements, Clery Crime statistics, procedures for institutional disciplinary action in cases of dating violence, domestic violence, sexual assault, and stalking.
f. By the publication deadline established by the U.S. Department of Education (annually by October 1st), distribute notice of the availability of the college’s Annual Safety and Security to all current students and employees.
g. Make available the college’s Annual Safety and Security to prospective students and employees.
h. Provide crime prevention and awareness educational programs and campaigns for students and employees.
B. On an ongoing basis, NLTCC will:
a. Maintain emergency response procedures.
b. Issue Timely Warnings for Clery Crimes that occur on Clery Geography that represent a serious or continuing threat to students and employees.
c. Issue Emergency Notifications upon confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or employees occurring on the campus.
d. Maintain a daily crime open to public inspection.
e. Meet other operational and reporting Clery Act requirements as stipulated by the Department of Education.

I. Purpose and Scope
Northwest Louisiana Technical Community College is committed to providing a safe and secure
environment for students, visitors, and guests, as well as to safeguarding college assets, including
property. NLTCC is a public institution comprising of three campuses located in Minden, Shreveport, and
Mansfield, Louisiana.
The purpose of this policy is to:
Establish the conditions for accessing college property;
Enumerate the expectations of occupants of college property; and
Identify the conditions under which individuals may be removed from college property.
This policy applies to all members of the college including but not limited to students, employees,
contractors, vendors, visitors, and guests. This policy applies to all college property, land, buildings,
facilities, campuses, and open spaces located on a NLTCC campus.
II. Policy
A. General
General access to an NLTCC campus and its property is available during normal operating times. Any
individual requiring access outside of normal operating hours must submit a written request to their
supervisor.
All persons should be prepared to present a NLTCC ID or a Government Issued ID at the request of a
security officer (including contracted security services) or other authorized college official. In the
absence of a government issued identification, public safety officials may accept a valid school
identification card so long as it contains a photo of the individual and their legal name. Failure to
produce acceptable identification upon request may result in denial of entry.
B. Campus Access
The college requires that all members of the college community, including but not limited to employees,
students, affiliates, guests, and visitors abide by all campus access policies and protocols. The college
reserves the right to rescind access privileges to any person who is violating or has violated college
policy, protocol, procedure, practice, or applicable laws or regulations, regardless of whether the person
is affiliated with the college.
C. Campus Access Control and Oversight
The Facilities Department in conjunction with contracted security is responsible for maintaining a safe
and secure campus environment for the community, including permitting access to college property,
premises, and facilities.
All keys or identification cards issued by the college shall remain the property of the college. All persons
must return college issued key(s), identification card(s), and college credentials along with other college
property prior to separating from employment with the college. Any temporary credentials issued for
the purpose of a visit to campus must be returned upon completion of the visit.
Anyone granted a NLTCC key, identification card, or other college credentials is responsible for reporting
loss or theft to DPS as soon as reasonably possible.
D. Disruptive and/or Unauthorized Activity
The Facilities Department in conjunction with contracted security have the discretion to remove any
person engaging in disruptive and/or unauthorized activities. Examples include, but are not limited to,
the following:
• Activities which disrupt the educational process, programs, or interfere with the business or
activities of the college
• A use of space which conflicts with college policy and/or the purpose of a reservation of that
space.
• Use of space for non-instructional programs or activities without campus organization
sponsorship consistent with college policy, rentals, or other authorized use
• Use of space which violates local, state, or federal laws, or NLTCC policies or protocols.
E. Enforcement
The Facilities Department in conjunction with contracted security is responsible for enforcement of this
policy. Failure to leave campus when requested may result in further action by local law enforcement,
the issuance of a Trespass Notice, and/or other appropriate action. Once an individual or organization
has been declared as trespassed, they may not return to campus without express written authorization
from the appropriate college official.
Any trespassed person or organization found on NLTCC property may be deemed to be unlawfully
trespassing and may be removed by public safety or law enforcement officials. Violations that result in
trespass notices may be further enforced or adjudicated by local law enforcement.
F. Vehicles
The college reserves the right to remove unapproved, unregistered, abandoned, or illegally parked
vehicles from its property.
G. Emergency Alerts and Response
In the event of an emergency, individuals on campus are required to follow all instructions issued by The
Facilities Department, contracted security, and other responders.
H. Animals
Animals are not allowed inside buildings or facilities, unless approved by the appropriate college official.
This section on animals does not apply to service animals or assistance animals, as those terms are used
in federal and California state law, and in college policy.
IV. Additional Information
As a condition of access to the college property, all individuals are required to adhere to all local, state,
and federal laws as well as all college policies including but not limited to those found at www.nltcc.edu.
The possession of weapons or firearms is prohibited on NLTCC property. NLTCC is a drug and tobacco
and smoke free college.
