NLTCC Celebrates Fire Service Leaders Honored with Joe D. May Excellence in Public Policy Award

Northwest Louisiana Technical Community College (NLTCC) is proud to recognize four fire service leaders for their commitment to education, workforce development, and the preparation of future first responders across Northwest Louisiana.

Chief Bryan J. Adams, Principal Assistant to the Deputy Secretary of the Louisiana Department of Public Safety and former Louisiana State Fire Marshal; Chief Jeff Franklin, Fire Chief for Webster Parish Fire Protection District No. 5 and instructor with the Louisiana Fire and Emergency Training Academy (FETA); Chief Johnny Ogden, Deputy Superintendent of FETA; and Chief Brian Williams, Fire Chief for the City of Minden, were honored with the Joe D. May Excellence in Public Policy Award during the Louisiana Community and Technical Colleges (LCTC) Foundation’s Impact Awards Celebration.

The Joe D. May Excellence in Public Policy Award recognizes individuals, organizations, and business and industry partners who demonstrate outstanding advocacy for Louisiana’s education and workforce needs. Adams, Franklin, Ogden, and Williams have been instrumental partners in NLTCC’s Emergency Medical Responder (EMR) and Firefighter program, working alongside the college to expand training opportunities and prepare students to serve communities throughout the region.

Through the program, students receive hands-on training while earning industry-recognized credentials, including Emergency Medical Responder, Firefighter I, Firefighter II, and additional certifications that prepare them for careers in fire and emergency services.

“The success of programs like this depends on strong partnerships with professionals who understand firsthand what our communities and workforce need,” said NLTCC Chancellor Dr. Jayda Spillers. “Chief Adams, Chief Franklin, Chief Ogden, and Chief Williams have given their time, expertise, and support to help us create meaningful opportunities for our students. We are proud to see their commitment recognized at the state level.”

NLTCC values the partnerships that make programs like EMR and Firefighter possible. By working closely with fire and emergency service professionals at both the local and state levels, the college is able to provide training that responds to workforce needs while preparing students to serve communities across the region.
